I down loaded the latest Restim and VLC player. Have them set up so videos and funscripts load . The indicator on the restim app moves around when video plays. In the logs I get this .

Have you clicked Start button in lower left corner? The indicator will move as soon as video player is connected and scripts are loaded but it doesnt play until you click start.
Also, you did try increase volume from default 10%?
I did a coumplete uninstall and re installed and was able to get it to work. It has a bug that every time you end a video and load a new one . I have to disconect stim box from computer hit start then plug back into headphone jack or the start button does not work. It also has a lot of crackling when listening to tone with headphones it also has a rough feel when using . It may be the sound card in this lap top. I have moved the audio latency around and it does not seem to affect it. If I change the audio from high to low latency it does make it worse. If I get a usb sound card will restim see that and give the option to use that?
I found that I had to start a video in VLC and sound in restim, then pull up the pulseaudio mixer. On the playback tab, mute VLC. For me that that allowed the restim sound to play. YMMV as I am doing this on Raspberry Pi running xfce.
