It sounds to me like you’re saying a few users have moved topics in Scripts > Free Scripts to Scripts > Paid Scripts which might be a legitimate thing to do if these topics don’t conform to the forum’s Definition of Free Scripts.
It can be done well or poorly, depending on the user’s understanding of the rule (and of course anyone can make mistakes despite understanding it).
