Unless it’s an extremely extremely popular video or the creater took the time to subtitle their video, your best bet is Whisper
And how exactly does that work? Can you create a subtitle file yourself in any language using a video link?

It’s able to to both directly transcribe as well as translate. As long as you give it the right commands on the input side, itll give you an output as customized as youd like.
Regarding models, for non-english use large models, otherwise the quality is close to unacceptable and v1 is worse than v2 and v3; v3 is sometimes worse than v2. Huggingface also has a ton of language specific/specialized repositories.
