The tag is mandatory now but wasn’t in the past, so a lot of old topics aren’t tagged properly.
Maybe it’s possible to fix eventually.

If you’re high enough rank you can add the tags on your own as well.

Am I allowed to flag a post as spam and clarify that it’s missing tags? because I do not have an option to flag for missing tags specifically.

Make sure you’re reporting the topic and not the post.
They’re 2 different buttons.
Scroll to the bottom and hit the flag.

I would suggest browsing under the animation tag. Just click the tag or use this link: Topics tagged animation

I see that you are mass-flagging every topics with IRL content. I doubt we will be able to manually fix all of them easily.

Hover over the title of the topic, and click on the pencil icon that appears.
You can edit the tags, category, and title of the post.

most of the time we only want you to edit the tags. But if you identify a post in the wrong category you can move it. And if the title isn’t clear enough (missing important info) you can edit it.

for example:
xyz animation - author
if this has a tag like loli this is a better title:
[Loli] xyz animation - author
