It’s NOT part of windows 7. I blew an hour trying to get a windows version of tar.exe and it’s stupid libraries working. No matter where I put them in the path, tar.exe pissed and moaned about not getting to its libintl-2 library, even when run from the command line.
That being said: let OFS download ffmpeg.zip, then gripe about no tar.exe.’ Close OFS. Go to the %appdata%\OFS\OFS2data\ directory, extract the ffmpeg.zip package with anything that will read a zip, and move or copy the resulting ffmpeg.exe file to %appdata%\OFS\OFS2_data.
Or, if you have ffmpeg.exe lying around somewhere else already, copy it to %appdata%\OFS\OFS2_data\
